Job Description
Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. This position is located in the FAO Project Office in Hyderabad, Pakistan, with travel to Karachi and other districts of Sindh. The FAO programme of work in Sindh province includes a number of projects focused on food security, gender inclusiveness, land tenancy governance, disaster preparedness, livelihood restoration, sustainable agriculture, climate responsive agriculture, water resource management, value-chain development and analysis of the policy environment for food security, nutrition and sustainable agriculture (FNSSA).
Reporting Lines
Under the overall supervision of FAO Representative in Pakistan and under the direct supervision of the FIRST Policy Officer in Karachi, the Communications Associate will liaise with the FAO Communication Officer in Islamabad and the FIRST Communications Officer in Rome, and be responsible for the functions below.
Project Context
The Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) Programme is a partnership between the European Union and FAO. It is a policy assistance facility for governments that is operational in over 30 FAO member countries. It aims to strengthen the enabling environment for FNSSA. In Pakistan, FIRST is focused on the Sindh province and works particularly to assist the government to progress implementation of its agriculture, nutrition and food policies and strategies, and to mainstream development programs aimed at reducing malnutrition, food insecurity and rural poverty in the province.
Technical Focus
A communication strategy that will articulate communication needs and purposes per target audience and the communication mechanisms and products, embedded with government, professional networks, the private sector or communities. Communication activities would focus on the outcome and outputs achieved from FIRST in Pakistan, targeting general and specific audiences at national, provincial, district and community levels, as well as in the EU’s and FAO’s spheres of influence. Support and assistance for communications for other EU-funded FAO Sindh projects, in terms of visibility, outreach and advocacy of FIRST Programme and FAO strategic objectives.
Tasks and responsibilities
- Develop a FIRST Pakistan communication strategy (including corporate style, key messages, carriers and modes of communication per target category) for the FIRST Programme’s focus in Sindh, based on both the corporate FAO Pakistan communication strategy and the FIRST Programme’s global communication strategy.
- Develop, share and implement annual work plans for communication with the EUD, FIRST management, FAO Pakistan Country office and other stakeholders, including templates, and provide staff training in Sindh after obtaining clearance from FAO Communication Officer in Islamabad.
- Arrange media coverage, dissemination and follow-up activities on a range of events connected with EU-funded FAO-implemented Sindh projects such that synergies between FIRST and other programmes like PINS, SUCCESS and ILTS are highlighted, and the role of FIRST in assisting government is emphasised. This will include agriculture conferences, workshops, farmer field days, farmer field schools, consultations, trainings and major meetings and launches. Arrange FIRST visibility and promotion material for both FAO and implementing partner events in Sindh.
- Liaise and cooperate with FAO Islamabad communication staff, clearing all drafts for use on any communication channels with Communication Officer in Islamabad.
- Arrange and catalogue photographs from the field, and take photographs as and when required.
- Gather success stories from EU-funded FAO Sindh projects that highlight the role of FIRST, and provide drafts with photos to Islamabad office for finalization.
- Pitch material regularly to Communication Officer in Islamabad for FAO corporate communication channels and FIRST global communication purposes.
- Train other Sindh FIRST Programme staff for articles/report writing; and proper use of social media as per FAO guidelines.
- Communication on FIRST project achievements (including development / writing success stories) aimed at farmers, policy makers, private sector, UN agencies, NGOs, and other donor partners (through written, social media, video and other channels).
- Draft press releases, arrange TV and radio, workshops, movies, monthly bulletins and more to disseminate FIRST project achievements in collaboration with subject matter specialists.
- Support – from a communication point of view – annual reporting on the FIRST programme in Sindh as well as input to the development of easily-read training manuals for trainers, government extension workers, and farmers.
- Liaise with communication staff of Government of Sindh line and central agencies (this will include the Communication Officer in the AAP Nutrition Taskforce), EUD, and local journalists, to cover and disseminate FIRST Pakistan activities in the provincial and national media, increasing visibility of the programme.
- Perform any other duties assigned by Project Management and Islamabad office within the area of technical competence.
Minimum Requirements
- University degree in mass communications, journalism or related areas from a recognized Pakistani or foreign institution
- 5 years of relevant working experience;
- Working knowledge of in English, Urdu and Sindhi.
- National of Pakistan.
