Business Enabling Environment (BEE) Lead l SMEA l Pakistan l 2018

Chemonics seeks a business enabling environment (BEE) lead for its USAID/Pakistan Small and Medium Enterprises Activity (SMEA). SMEA is a five-year, $35 million project dedicated to improving the financial and operating performance of small and medium enterprises (SMEs) in Pakistan in selected high-performing industrial, manufacturing, and services sectors. Under the chief of party’s direct supervision, the BEE lead will lead efforts to improve the BEE for SMEs by identifying major legal and regulatory constraints and gaps, technically supporting relevant government departments in analyzing and strengthening their legal frameworks, and developing an advocacy campaign with stakeholders. In addition, the BEE lead will oversee implementation of SME-related policy reform programs in areas such as trade improvement, business registration, investment policies, sector-specific legislation, and access to formal financing (i.e., credit, equity, leasing, or venture capital) by engaging with SME-related government institutions at the federal and provincial levels. The BEE lead will oversee overall management of SME activities as per the project’s approved work plan and schedule for deliverables. This work will enhance SMEs’ management and financial efficiencies and reduce SMEs’ costs of doing business. The position will be based in Islamabad, Pakistan, and require regular travel to other parts of Pakistan. Responsibilities include:

• Support improvements in the BEE for SMEs by working with government and private sector counterparts to reduce policy, legal, and regulatory barriers
• Promote reforms consistent with international benchmarks on doing business and competitiveness by analyzing procedures and drafting recommendations for improvement/simplification
• Build the capacity of the institutions that are key to SME-led growth in Pakistan
• Ensure that SMEA capitalizes on the U.S. government’s past and ongoing efforts and programs that other donors championing SME development have supported or are supporting
• Ensure the achievement of project objectives by supervising the implementation of all activities under the business environment component as per SMEA’s scope of work.

Qualifications:

• Master’s degree or higher in economics, public policy, or business
• Minimum of 10 years of experience advocating for public policy and BEE improvements, preferably in economic growth or SME development
• Proven leadership and management experience implementing successful reform programs to improve BEEs in areas such as trade, business registration, and licensing
• Experience enhancing the BEE for women-owned and women-managed businesses preferred
• Demonstrated experience with multiple facets of private sector development, particularly export product-market successes, public-private partnerships, SME creation and development, workforce development, and infrastructure development
• Knowledge and understanding of federal and provincial economic policies, laws, and regulations pertinent to SME development and institutional capacity strengthening for private sector development
• Knowledge and experience of USAID operations, programming, and structure preferred
• Demonstrated leadership, versatility, and integrity
• Proficiency in English and Urdu required; knowledge of Pashto preferred
